Everton are lining up a £21m bid for Youri Tielemans.
According to a report on talkSPORT Ronald Koeman wants the Anderlecht midfielder at the heart of his rebuilding plans.
Tielemans was in outstanding form for Anderlecht in both Europa League matches against Manchester United and is being watched by a number of clubs.
Despite not turning 20 until next month he has been a first team regular for four years and with the Belgian side reluctantly cashing in on him this summer.
Koeman is desperate to start laying down the foundations for an assault on winning a place in the Champions League and has his focus set on players under 23.
With more than half of the Belgian national side playing their club football in England Tielemans is ready to follow that trend but will only go to a club where he has a realistic chance of going straight into the first team.
