Rangers have been desperate to get Gilmour onto a full professional contract but have been unable to compete with the offer from Chelsea.
The player and his family are likely to be rehoused as part of the move to beat off competition that includes Manchester United, Arsenal, Bayern Munich and Barcelona.
Gilmour has been playing for the Rangers u-20 side for the last three months but the Ibrox side will only pick up a development fee as Chelsea complete the deal for the teenager rated the best to come out of Scotland in the last 20 years.
