Steven Gerrard knows that he will never have a king’s ransom to spend at Rangers.

The Gers are doing alright in the context of the Scottish game, but they are still a long way off Celtic in terms of their financial might.

Looking beyond the Scottish game, as both Glaswegian clubs should be, Gerrard’s men will need to flex an awful lot more than they currently are if they are to ever put up any kind of meaningful challenge in Europe.

That could be problematic. How do you find the level of talent required to make a proper go of things on the continent when funds are limited?

The obvious answer is to bring it through yourself, as has been proven by the rampant Ajax side that thrilled throughout this year’s Champions League.

That kind of infrastructure takes time to build up, however, and so in the relative short term, an alternative must be found.

That’s why the latest report from the Evening Times should pique a fair amount of interest around Ibrox.

In it, it is suggested that the Gers are interested in Tottenham’s 15-year-old Albanian midfielder Albert Rachi.

The youngster is highly thought of in north London, but if he could be tempted north of the border then it could provide a blueprint for success for the Gers going forward.

Bringing in young talent from elite clubs, building a reputation as a place where players can catch a break in the senior game, could be the ideal way for Rangers to create a revolution from the ground up, rather than relying on glory from the top down.
