According to a report in The Sun the two London giants are at the front of the queue to sign the Atletico Madrid star.
Carrasco’s relationship with Diego Someone has become strained which has alerted clubs to his possible availability.
Paris St Germain are also keen on the Belgian internationalist who joined Atletico from Monaco in the summer of 2015.
Arsenal and Chelsea could match whatever package that PSG can muster and would hope that the lure of playing in the Premier League could swing Carrasco towards London.
The midfielder settled quickly at Atletico and is open minded about where he could move to after playing in Spain and Belgium.
With Eden Hazard playing such a prominent role at Chelsea Antonio Conte will be hoping that the Belgian factor can influence Carrasco’s decision even though Atletico will be looking for a figure close to £40m to consider selling.
