The Brazilian left Liverpool and joined Barcelona in 2018 in a deal which is believed to be worth in the region of £120m (via Transfermarkt).
Spurs have been linked with the 28-year-old in the past, and last summer a swap deal for Tanguy Ndombele was reported.
