Bolivian player Julio Cesar Torres has agreed a “pre-contract” with Tottenham, according to his agent Gonzalo Anciar.

It appears as though the 21-year-old will be heading to England to undergo a 15-day trial with Spurs on April 28.

Bolivian news outlet El Dia reports that Torres will play for Spurs’ reserves side during his trial next month and Aciar says that a French businessman has been involved in the deal.

“We followed up on Julio and we put together a folder that specifies his technical, tactical, physical and psychological skills, which we presented to sport entrepreneurs. In the first instance, he was interested in Valladolid in Spain, but a French businessman came in contact with Tottenham and we signed a pre-contract,” Anciar told El Dia.

“We have to be in England on April 28 so that for 15 days Julio can do all the analysis, which will depend on him staying, the businessman is taking care of the stay and will continue to do so if Julio stays to stay.”

Who is Julio Cesar Torres? It is extremely hard to find anything out about the Bolivian player, but it seems as though he has played for Bolivian top-flight side Blooming Club, according to El Dia’s report. Torres’ agent seems to be drumming up a lot of talk about his client, but with so little to find out about the player, it’s hard to tell whether any of it is true or not. Sport Witness has recently translated an interview where Acaiar tells Bolivian media that Spurs are signing Torres on a loan deal with the option to buy, which seems to completely contradict his strange comments here that the North London club has offered him a pre-contract, as well as a 15-day trial in April. It will be very difficult for a young player from South America to commit to a trial in Europe, so it remains to be seen whether anything will come of this. It all sounds very strange.
