Ronald Koeman has extensive contacts across Belgium and Holland and has been highly impressed by the development of Engels who has came through the ranks at Club Brugge.
Engels is in his fourth season as a regular in the Club Brugge side and has been tipped for the top since making his breakthrough.
Everton have the money to compete with most clubs but without Champions League football on offer are struggling to compete for high profile players.
By bringing in younger emerging talents Koeman is hoping to push them to the top at the same time as he is taking Everton into the top four.
Arsenal are also keen on Engels but the Koeman factor looks like giving Everton an edge.
